Implementation of new regulations: The Official Controls (Plant Protection Products) Regulations 2020 (OCR) were recently issued with a policy statement. These apply to the whole of Great Britain and supplement existing regulations that govern the sale and use of plant protection products or PPPs. The Northern Ireland Executive has put in place its own legislation implementing and enforcing official controls for PPPs.

Defra have now issued further guidance on how the regulations will be implemented especially in relation to those organisations needing to register by the 22 September. The release states:

‘’There is a single notification process for Great Britain operated by DEFRA. Operators must complete a notification if they import, manufacture, process, distribute PPPs authorised for professional use, adjuvants or PPP ingredients; including active substances, safeners, synergists and co-formulants.

To notify, operators should complete the simple form that is now available on GOV.UK. Guidance on how to notify that your business imports, manufactures, processes, distributes or sells professional plant protection products has also been published’’

The Amenity Forum, representing the sector,  has been in dialogue with Defra on all matters relating to this as well as the development of the new National Action Plan relating to weed, pest and disease management, which is due to be published soon.

The new OCR regulations are in place to:

  • allow regulatory authorities to enforce legal requirements that apply to the placing on the market and use of PPPs throughout the supply chain
  • explain the action enforcement authorities can take where non-compliance is identified or suspected

The 2020 Regulations also apply to components of PPPs such as active substances, synergists, co-formulants and to adjuvants.

Under the Regulations, businesses concerned with the placing on the market of PPPs authorised for professional use, and/or the placing on the market of components of PPPs are required to notify competent authorities of their details and business activities by 22 September 2021. This includes businesses that produce, manufacture, process, import, distribute and sell those products. Information will be requested about company details and contact information, product types, storage and capacity.

Similarly, all users of PPPs in a professional capacity will need to follow a similar process by 22 June 2022. Further information is to be provided for these businesses over the coming months. The HSE will operate controls and enforce the 2020 Regulations in Great Britain, taking a proactive, risk-based approach. It is also expected that Local Authorities will have a role. Enforcement of existing PPP regulations will remain unchanged.

Defra, the Scottish Government, the Welsh Government and the Health and Safety Executive (HSE) are finalising the details of the control programme. These will be provided in communications over the coming months and as said earlier the Amenity Forum has already engaged with all involved in such discussions. As further information comes available, the Forum will issue further releases.

A key element of the Amenity Forum conference will be a focus on policy change and how it impacts on the sector. The conference is to be held at the Pirelli Stadium in Burton on Trent on October 21st. Registration for the conference and associated exhibition is now open and further information can be obtained by contacting Kate at admin@amenityforum.net . Given support from the sector, this allows ticket price to be maintained at 2019 levels of £95 with early bird discounts for registrations prior to September 1st.

Makita introduces new 12VMAX

Makita introduces new 12VMAX: Among a series of new product launches, Makita has added two 12Vmax CXT multi-line lasers to its extensive range of site equipment. The multi-line lasers project one horizontal and two vertical 360° lines and include a precise self-levelling feature to enable simple setup, layout and alignment.

The 12Vmax CXT Red Multi-Line Laser (SK700DZ) and 12Vmax CXT Green Multi-Line Laser (SK700GDZ) are versatile and durable with a range of features to make work on site as simple as possible. The Red Multi-Line Laser has a range of 25 metres in each direction (50 m diameter) while the green lasers of the SK700GDZ provide an increased range of 35m (70m diameter) and better line visibility in brighter conditions. The robust units are IP54 (dust and splash water) rated, have an operating temperature range of -10 to 50 ºC and feature a ¼ inch tripod thread for easy mounting.

Each vertical and horizontal laser emitter on the tool projects four lines to create up to three 360-degree laser lines. Depending on what is required, users can choose various combinations of the laser lines in addition to the full three line configuration. Single horizontal or vertical lines, vertical and horizontal combined or both vertical lines (front to back and side to side) are available. It also includes three brightness settings for optimum visibility depending on the environment.

The multi-line laser units feature a rotary base with eccentric rotation mechanism, which reduces set up time, by enabling the laser body to rotate without changing the position of the defined plumb point. With a dial for fine adjustment, the vertical laser lines can also rotate around the defined plumb point by up to 10° left and right.

In addition, the pendulum operated self-levelling system, which is accurate to ± 4º, makes it simple to ensure the lasers are level, even on uneven ground. The units also feature a pendulum lock where self-levelling is not required and to protect the laser when in transit.

Part of the Makita CXT platform, the compact 12Vmax batteries used in the multi-line lasers provide excellent runtimes, with up to 22 and 14 hours from a 4.0ah battery for the new red and green multi-line lasers respectively.

The operational range of both multi-line lasers can be increased to 70 metres (140m diameter) with the use of the Makita LDX1 Line Laser Receiver Set (sold separately), which also enables effective, accurate use of the laser line in bright natural light.

Potters Point keeps pace with new technology: Having been loyal to John Deere for the past 25 years, it was perhaps no surprise which brand would be chosen to upgrade the existing golf and turf maintenance fleet at Potters Point holiday and golf resort in County Wicklow.

Overlooking the idyllic Brittas Bay on Ireland’s east coast, south of Dublin, Potters Point is an exclusive luxury mobile home park owned by the Stone family and was established in 1957. Guests that are lucky enough to stay there have free access to the nine-hole parkland golf course extending to 40 acres that was developed in 1987.

When the existing John Deere equipment fleet was due to be updated, Potters Point manager Irene Lacey called on dealer Dublin Grass Machinery to supply the range of new machines. These include an 8700A PrecisionCut fairway mower, 2653B PrecisionCut utility triplex mower, 2550E hybrid electric triplex greens mower, 220SL walk-behind greens mower, two 3039R compact tractors and three HPX 815E Gator utility vehicles.

“We bought our first John Deere machines in 1997 and have used the brand ever since,” says Irene. “These new models have replaced older equipment, as we want to keep the fleet as fresh and new as possible and equipped with the latest technology, and we are very pleased with them.

“There is great security in having new equipment and therefore no worries about breakdowns. The machines are now all working very efficiently both on the course and in the holiday park.”

The local John Deere golf and turf dealer, Dublin Grass Machinery (DGM), was established in 1981 and is now led by managing director Robert Mitchell. Having enjoyed such a long-term relationship with the dealership, Potters Point relies on DGM for its essential backup service.

“Our equipment has always been fully serviced by Dublin Grass Machinery, and we have found the team there over the years to be very efficient and reliable,” says Irene. “Their backup service is second to none – getting anything repaired or replaced is always done in a very timely manner. DGM has proved to be a very good partner to have in this business.”

Potters Point has plans to invest in additional John Deere equipment, particularly to replace a larger tractor that has been working faithfully at the resort since the very first machines were ordered in 1997.

“Having enjoyed such a long relationship with Potters Point, we were naturally very pleased to be asked to supply them with this new machinery package,” adds Robert Mitchell. “We appreciate their business and will continue to provide Irene and head greenkeeper Eamonn Delaney and his team with first class after-sales support.”

STIHL’s new kids toy range: Adding to its extensive range of clothes and toys specifically designed for young children who love the outdoors, STIHL has launched a battery powered, fully functioning toy blower and brushcutter, giving young STIHL fans a child friendly power tool experience.

Suitable for children from three years old, the design of the toy blower is based on STIHL’s popular BGA 57 machine, featuring three length adjustments to help keep the blower tube close to the ground for optimised blowing force. Start of a “strong new chapter”: The turfcare industry reunited for the first time in over 18 months at the Warwickshire Event Centre as the inaugural Festival of Turf took place beneath clear blue skies.

With live music playing on a grand stage and ample opportunities for networking, the exhibition brought a celebratory festival feel, aided by clear sunshine and warm weather.

COVID protocols helped to ensure the health and safety of those in attendance and the festival provided a platform for more than 40 exhibitors from across the turfcare industry to showcase their latest innovations and products.

Among the highlights of the event was John Ledwidge, head of sports turf and grounds at Leicester City FC taking to the grand stage for a Q&A session hosted by Martin Smart of Turf Business, who were official media partners for the event.

Also taking place was the presentation of the BIGGA Excellence in Communication Award sponsored by Campey Turf Care Systems, which saw James Bledge, course manager at Royal Cinque Ports, awarded the top prize for a thought-provoking feature he produced on the use of bunker rakes.

Across the two-day event delegates from across various sports and amenity disciplines came through the doors of the Warwickshire Event Centre, bringing a buzz and energy back to the industry that had sadly been missing due to the coronavirus pandemic.

BIGGA CEO Jim Croxton said: “We owe a tremendous debt of gratitude to all the exhibitors who signed up to support BIGGA and its members at what we hope is the beginning of a strong new chapter for the golf and wider sports turf industry.

“There was a tremendous atmosphere as visitors and suppliers came together face-to-face for the first time in 18 months and the overriding feeling was one of optimism. While visitor numbers were not as high as hoped for, those who did attend engaged meaningfully with the exhibitors and reconnected with friends and peers. It was scorching hot, which potentially kept some people away, but the combination of exhibition, live music, refreshments and fantastic weather brought a brilliant sense of occasion to the event. Our thanks go to everyone who came along and rekindled old friendships, struck new deals and enjoyed being together after so long apart.

“Our attention now turns to BTME, taking place this coming January, when the exhibition will return to the Harrogate Convention Centre for the first time since 2020. We have a massive education programme planned and we are incredibly excited about the return of our flagship event. We hope to see you there.”

BTME will take place at the Harrogate Convention Centre on Tuesday 25 to Thursday 27 January 2022. Visitor registration is due to open this autumn. There will also be the return of in-person learning as BIGGA’s world leading Continue to Learn education programme returns to the venue on Sunday 23 to Wednesday 26 January 2022.

Two new dealers for Corvus 4×4

Two new dealers for Corvus 4×4: Corvus 4×4 off-road utility vehicle specialists BOSS ORV have announced the appointment of two new dealers. Laird Grass Machinery has become the first Corvus dealer for Northern Ireland and Brassington Agri, near Bridgenorth, is the new dealer for the Shropshire area.

Laird, which is situated in Ballycarry, Carrickfergus, contacted Corvus following a conversation with Scottish dealers, Ravenhill, and were sent a Terrain Diesel 4×4 utility as a trial vehicle. No sooner had it arrived than a customer wanted to buy it. Laird chose the Terrain for being rugged and well-built for agricultural use with good ground clearance. It also benefits from being classed as a Stage V emission compliant homologated Diesel tractor, and therefore suitable for on-road use. It is ideally suited as well, say Laird, to their public authorities and council market. Phil Everett, Managing Director at Boss, who made the announcement on LinkedIn, said,

Makita tools create new gardens: Landscape and garden specialist, Landform Consultants has used a wide range of Makita tools on the creation of three new gardens at RHS Garden Wisley, which surround the new state-of-the-art RHS Hilltop – The Home of Gardening Science, the UK’s first dedicated horticultural scientific centre of excellence.

The new Royal Horticultural Society (RHS) facility, RHS Hilltop, is the UK’s first scientific centre of excellence dedicated to horticulture. The three gardens, which form an integral part of the new centre, have been developed by leading and award winning garden designers Matt Keightley and Ann-Marie Powell.

The ‘Wellbeing Garden’ designed by Matt Keightley was the first to be built. It consists of a series of garden rooms that showcase the role of gardens in health and wellbeing including how they can provide physical and psychological therapy as well as natural healthcare. This area also aims to inform young people about the importance of plants in health.

The Wildlife Garden, designed by Ann-Marie Powell, demonstrates the link between gardens and nature in the British Isles and highlights the importance of plant diversity in supporting wildlife, especially declining species. Also designed by Ann-Marie, the World Food Garden aims to provide a ‘plot to plate’ experience for visitors. Adding a contemporary and innovative angle to a traditional kitchen garden, it aims to inspire and educate with features such as an outdoor demonstration kitchen and ‘edible maze’.

Mark Gregory, Managing Director at Landform Consultants, who began his career at RHS Garden Wisley, explained: “This multi-million pound project spans all the disciplines we offer as a business and encompasses a wide range of different elements. The task of bringing these inspirational garden concepts to life required everything from preparing the nearly four acre site to creating paths, ponds, walkways and seating in addition to the extensive planting and landscaping.

“Having the right tools for the job was essential and the Makita range of both mains-powered and cordless machines provided exactly what we needed. On this highly demanding project we have used everything from drills, impact wrenches and impact drivers to breakers, angle grinders, masonry cutters, wood saws and multi-tools.”

By removing the need for cables, cordless tools offer improved safety by eliminating a potential trip and snagging hazard. Cordless power also provides greater flexibility and freedom for users – something that was important on this project. To minimise disruption to the team on site and help boost productivity, Landform Consultants utilised Makita’s PDC01 Pack Battery power units. The pack, which can be free-standing or backpack-mounted, contains four Makita 18V LXT batteries to provide two to four times longer runtimes for cordless tools. The batteries in the pack can also be changed quickly when the charge levels are low to further minimise lost time.

Mark Gregory added: “One of the big advantages of Makita cordless machines is the ability to use the same 18V batteries across a wide variety of tools and other cordless products. This includes the Twin 18V machines that offer 36v power for the tasks that need it.”

All Makita cordless power tools are driven by one of three battery platforms: the 12VMax CXT, 18V LXT or 40VMax XGT. The LXT batteries can be used on more than 270 different products, which includes lights and job-site radios as well as power tools and garden machinery.

“Having worked at RHS Garden Wisley at the start of my career I understand its horticultural and educational importance, especially with the creation of the new research and learning facilities.” Mark commented. “It has been a privilege to have worked on such a high profile and prestigious project as this. The Makita tools, as well as the support from the Makita team, have really contributed to our success on this project.”

The turf-conditioner has many unique features.  The three rows of rakes are all slightly offset so that the tines give a very closely spaced raking pattern. The angle of pitch is adjustable to enable just the right degree of thatch removal to be achieved.

The unit floats freely on the tractor’s linkage when working across rig and furrow undulations, and the pivoting wing sections enable it to accurately follow the contours around course features.
